Typically, this is interpreted to mean reunification of a child with their parents whenever possible. When the State of West Virginia has taken action to terminate the parental rights of a child’s biological parents, an eligible interested family member or eligible non-related party with legitimate standing, such as a foster parent, may petition the state to consent to the adoption.
